BMRA provides procurement, acquisition, workforce development, and related professional support services to state and local government organizations through the NASPO ValuePoint Procurement Assistance and Support Services (PASS) cooperative contract.
BMRA was awarded a position on the next-generation PASS contract in 2026, continuing its participation as a NASPO ValuePoint procurement support provider.

BMRA supports government organizations with procurement and acquisition expertise designed to strengthen operations, improve processes, and build workforce capability.

Who Can Use the PASS Contract?
NASPO ValuePoint cooperative contracts are available to eligible public entities based on participation within their state.
A Participating Addendum (PA) establishes state-specific terms for use of a NASPO ValuePoint master agreement and identifies the state agencies and other eligible public entities authorized to use the contract.

Don’t See Your State?
Public entities in states without an existing Participating Addendum may have a path to participate in the NASPO ValuePoint contract. NASPO provides guidance for non-state entities that are not currently covered by a statewide Participating Addendum.

How Do I Purchase BMRA Services Through PASS?
- Confirm your organization’s eligibility. Determine whether your organization is covered by an applicable Participating Addendum.
- Review your state’s requirements. The Participating Addendum identifies applicable terms, eligible entities, and other state-specific requirements.
- Follow your organization’s procurement procedures. Purchases remain subject to the procurement policies and procedures of the participating state or public entity.
- Contact BMRA. Discuss your requirement with BMRA to determine the applicable services and next steps.

Procurement Consulting and Acquisition Support
BMRA has provided procurement consulting and acquisition support to the Greater Richmond Transit Company (GRTC), including procurement process assessments, policy and procedure development, organizational improvement, acquisition planning, and procurement training.
