In 1973, Donald E. Sowle, director of studies for the Commission on Government Procurement from 1970 – 1973 and later administrator of the Office of Federal Procurement Policy from 1981 – 1984, founded Don Sowle Associates, Inc. Later renamed to Business Management Research Associates, Inc. and certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB), BMRA meets the ever-evolving training and consulting needs of those who serve and contribute to the public trust.

BMRA offers high-quality training courses and consulting services to Federal agencies, local and state government, and private industry, both domestic and overseas.
