Course Description
This two-day elective course is designed to help you understand key attributes of using FAR 13.5 for commercial acquisitions above the Simplified Acquisition Threshold (SAT), and how those procedures differ from using FAR 15, Contracting by Negotiation. You will be able to determine when you can use Simplified Acquisition Procedures or Contracting by Negotiation, and the different requirements and thresholds that apply to different acquisitions valued above the SAT. Participants will learn the requirements for market research, synopsis, competition, evaluation, and award documentation for each type of acquisition approach, and explore a variety of GAO protests related to the use of procedures under each FAR part.
Learning Objectives
- Identify key attributes of Simplified Acquisition Procedures and Contracting by Negotiation processes
- Explain how using Simplified Acquisition Procedures under FAR 13.5 streamlines the acquisition process and can result in substantial time and money savings for the Government
- Explain how Simplified Acquisitions under FAR 13.5 differ from the Sealed Bidding and Negotiated Procurement methods of contracting
- Determine whether FAR 13.5 or FAR 15 procedures should be used
- Distinguish between FAR 13.5 and FAR 15 procedures
- Correctly apply the procedures at FAR 13.5 or FAR 15 as appropriate
- Given a GAO protest, determine how the Government’s actions may have resulted in the decision rendered by GAO (sustain or deny)
