Course Description
This one-day elective course is designed to provide federal acquisition professionals, contractors, and other stakeholders with an in-depth understanding of the Buy American Act and its related requirements. Participants will learn about historical background, key regulations, applicability, and recent updates, including Executive Order 14005 and FAR Part 25 implementation. Through a combination of lectures, discussions, and interactive exercises, attendees will acquire the tools necessary to effectively navigate and apply the BAA in procurement and construction projects.

- Explain the historical context and purpose of the Buy American Act
- Identify the key provisions, applicability, and exceptions under the BAA and FAR Part 25
- Analyze the impact of recent updates, including Executive Order 14005 and Made in America Office policies
- Apply the two-part test for domestic end products and construction materials in procurement scenarios
- Evaluate the reasonableness of costs for domestic versus foreign offers.
