Since 1991, BMRA has evaluated the FTA’s grant recipients’ procurement aspects by providing them with advice and assistance in properly procuring services, material, and construction using FTA grant funding.
Outside of PSRs, BMRA gladly supports the FTA and Transit Agencies through special assignments such as work with the Hawaii Procurement Department to design and deliver a means and methodology to track contractor past performance.

In our 30 years of consulting work with the FTA, we have performed over 100 PSRs, identified areas of needed training, and conducted numerous audits of contracts to ensure federal compliance. As a result, BMRA located areas in need of improvement such as recipient procurement operations, delivering technical assistance, systemic and policy issues, and non-compliance or risks.
We offered solutions and facilitated their correction as well as contributed to the long-term education of procurement professionals by supplying the FTA with job aids.
